Introduction

The SUSTANCE project is co-financed by the Interreg Central Europe Programme. The Sustance project is a 36 months project. The end date is March 2026. The project aims at solving the lack of efficient and sustainable public transport solutions in peripheral and cross-border areas of Central Europe, which have registered a substantial increase in mobility, especially at cross-border level in the last decade.

In the framework of the SUSTANCE project, ITL is looking for two experts to cover the following expertises:

  • Demand-responsive public transport (DRT)
  • Train services innovation

External expert roles in the Sustance project  

Technical external expert on train services innovations

We are looking for an external expert with technical skills in assessing innovative measures related to the improvement of public transport train services in peripheral and cross-border areas. In particular, the selected expert is called to contribute to the 6 Sustance pilot actions peer-review activities, with a special focus on the  three pilots focused on rail connectivity .  

The pilot's peer review process is a consultation process between the pilot's responsible partners and a "SUSTANCE Pilot Advisory Group" (SPAG) composed of 8 Sustance project partners and 3 external experts selected by ITL Foundation. The pilot action peer review process is a sequence of three online meetings involving renowned external experts. The three online meetings will be conducted in coincidence with three important phases in the pilot actions development: ex-ante pilot assessment, ongoing pilot assessment, ex-post pilot assessment.   

The key objective of these three online peer review meetings is to provide suggestions and recommendations on the development, implementation and assessment of the SUSTANCE pilot actions. During the peer review online meetings, each pilot responsible partner will be called to present in brief its pilot action (pilot action plan, state of play, key achievements). After this presentation, the SPAG group will provide their feedback. The selected external expert is called to: 

  • Read 3 pilot action reports (three reports per each pilot action: ex-ante, ongoing and ex post phases) and provide comments on the report's contents; 
  • Actively participate in the three online meetings (indicatively planned in February 2024, July 2024, April 2025) provideing suggestions/reccomendations for the improvement of the pilot actions.  
  • Draft three short written reports (in English) summarizing the suggestions/recommendations (1 per each pilot development phase). 

Selection criteria and deadlines 

The external experts will be selected by ITL Foundation on the base of the provided CV. In the CV please indicate:  

  • Experiences in train services innovation and cross boarder public transport services;  
  • English level; 
  • Experiences in other EU projects (please briefly list them) related to Sustance key topics (public transport in peripheral/rural areas, flexible public transport services, digitalizazion/improvement of train services, cross-border public transport services).   
  • Any other relevant information.  

The CV in English language can't exceed 3 pages. The CV has to be sent to sustance@fondazioneitl.org by 13/11/2023 

Payments and contract duration  

The selected external technical expert will be contracted by ITL Foundation. The available budget for this contract is maximum 2.000€ all the expenses included. The duration of the contract is related to the preparation participation and reporting of the three pper-review events foreseen indicatively on February 2024, July 2024, April 2025.
