TRANSFORMER (Designing long-term systemic transformation frameworks for regions – is a project funded by the European Commission under the Horizon Europe Framework Programme) aims to accelerate the transition to climate neutrality through the design of long-term systemic transformation frameworks for European regions. It develops a conceptual framework by mapping, defining, and classifying Transition Super-Labs (TSLs), which are centers of excellence for energy transition, and actively supports them in four regions: Ruhr (Germany), Emilia-Romagna (Italy), Lower Silesia (Poland), and Western Macedonia (Greece). TRANSFORMER also develops an action plan and establishes a knowledge hub to support these four regions and enable implementation in other European regions.

Additionally, the project creates a framework to evaluate the impact of the TSLs, as well as the tools and structures applied within them. Project activities are accompanied by communication and dissemination efforts to promote the results and ensure the broader uptake of outcomes. Finally, an implementation and results capitalization plan ensures the project’s long-term impact.

In particular, TRANSFORMER’s objectives are as follows:

  • Develop and implement an effective, mission-oriented methodology to initiate and accelerate TSLs as demonstrative projects to achieve carbon neutrality in regions with innovation potential at the intersection of socio-technical regimes, such as transport and energy supply
  • Develop and manage innovative solutions to prioritize the transition needs of the four regions, aiming to achieve climate neutrality within 10–15 years
  • Ensure speedy and agile action in TSLs through close interaction among the various stakeholders involved
  • Build self-sustaining communities for TSL practitioners in Europe
  • Systematically explore and assess the regional-scale TSL approach

ITL develops project activities in Emilia-Romagna, focusing on topics related to mobility management policies, electric mobility, and cycling. The goal is to create integrated, multi-level planning for existing sustainable mobility initiatives, contributing to a modal shift from private cars to more sustainable modes of transport.
