REFORM (Integrated REgional Action Plan For Innovative, Sustainable and LOw CaRbon Mobility) is developed starting from the experience already gained in Region of Central Macedonia (RCM), Emilia Romagna Region (RER), Parkstadt Limburg Region (PL) and in the Greater Manchester area where Sustainable Urban Mobility Plans (SUMPs) were recently developed and measures have started to be implemented.
REFORM aims to improve the effectiveness of the regional policy instruments for urban mobility and SUMPs, and to overcome existing critical points in achieving SUMPs widespread adoption. The main goal is to set up new policies to support SUMPs adoption thanks to a more proactive role of the regions in supporting cities in the SUMPs preparation process.
REFORM’s objectives are the following:
- Improve the policies of regional instruments to support SUMP funding and diffusion as the main planning instrument for shifting mobility towards low carbon patterns
- Improve the use of Structural Funds by developing policies to overcome current technical, competence, knowledge and normative limits in SUMPs development and adoption
- Set up policies in regional harmonized frameworks for the development of SUMPs that are coherent with large scale territorial planning instruments
- Overcome the barriers which prevent medium sized cities to develop SUMPs
- Develop Regional Policy Instruments to support the use of ICT based methodologies for SUMPs
- Incorporate the technical framework reflecting the overall strategic regional policy objectives for low carbon mobility within REFORM Action Plans
- Train regional specialized staff for supporting cities in SUMP development and implementation
- Involve in the project a significant number of non-partner cities in the
- Exchange experiences on SUMPs development / Regional Policy Instruments implementation in the participating regions
- Capitalize pre-existing experiences in other EU funded Projects
Within the project, ITL provides the Emilia-Romagna Region with the necessary scientific and technical competence to identify the existing gaps in order to strengthen sustainability to its areas, proposes appropriate actions to be included in the ROP and implements and monitors their impact. ITL also acts as technical coordinator, providing methodological support to regional partners in all the activities related to exchange of experiences, Good Practices analysis and Action Plans preparation. ITL is responsible for the assessment of the European experiences and knowledge about sustainable mobility planning and SUMP, as well as the monitoring phase of the project.
