European Critical Infrastructures (CIs) are increasingly exposed to cyberattacks and natural hazards. While research has been focused on solutions to protect individual CIs, interrelations among different CIs have become increasingly complex, especially in urban settings. This made the management of impacts and cascading effects significantly more complex, with important challenges in ensuring rapid recovery. PRECINCT (Preparedness and Resilience Enforcement for Critical INfrastructure Cascading Cyberphysical Threats and Effects with Focus on District or Regional Protection) intends to integrate and connect the different CI components (both public and private) within a specific geographical area, providing “cyber-physical” security with a unified approach that ensures the protection of the territory, citizens, and infrastructures.
PRECINCT aims to deliver:
- A framework for systematic security configuration elements and resilience management that meets industry requirements
- A collaborative infrastructure for managing cyber-physical security and resilience across different facilities
- A vulnerability assessment tool to identify potential vulnerabilities to cascading effects and quantify resilience enhancement measures
- A Digital Twin that represents the CI network and its metadata profiles, able to detect breaches and provide optimized responses and mitigation measures
- A Smart PRECINCT ecosystem, distributed across four Living Labs with demonstrators to validate transferability, providing evidence through measurements of benefits and creating Digital Twins of the CIs located within
ITL, in collaboration with Lepida and Bologna Airport and with the support of the Italian Railway Network (RFI), is developing a demonstrator related to transport. Specifically, scenarios focus on cyber-physical attacks targeting railway or airport infrastructures, combined with fake news and a cyber-attack on Lepida’s system. These threats undermine critical infrastructures’ and authorities’ ability to communicate with the public, causing cascading effects on the mobilisation of first response services.
