The Transnational action plan for transport facilitation in the Adriatic-Ionian Region is one of the main results obtained throughout the ADRIPASS project’s activities. The action plan was developed taking the final report on the results of data collection at BCPs at corridor level as a basis, which integrated the information collected through questionnaire-based surveys addressed to the different type of nodes with information collected through alternative sources like relevant studies and plans.
Aim of the action plan is to propose priority measures to be taken at corridor level for overcoming the previously identified bottlenecks. Starting from the summary of the results of previous deliverables related to physical and non-physical barriers and possible solutions to increase the efficiency of maritime-hinterland connections and reduce the bottlenecks at borders, the action plan defines a database of barriers and related measures to be used for the definition of the action plan itself. These measures, divided in macro- and sub-categories, are focused on the improvement of intermodal transport in the Adriatic-Ionian Region through the adoption and deployment of telematic applications, ICT tools and solutions to solve operational and administrative barriers, and support the interconnection between the logistics nodes.
Given the final target of identifying the priority measures within all the measures collected in the database, the action plan analyses the quick-win solutions more closely. These are fundamental for guaranteeing the operability of the nodes and for solving their capacity problems, considering also their particular impact on the decarburization of the nodes and their potential role in improving the infrastructure conditions and performances. The majority of the priority measures identified belong to the ICT, i.e. the Information Technology category with a mid-term implementation horizon (by 2027). Beside this category, the other priority measures identified belong to Operation & Administration, Telematic applications for traffic management and Utilities.
The transnational action Plan pays particular attention to the implementation of “non-physical” measures aimed at maximizing the use of already existing infrastructures, increasing their efficiency. The measures identified as high priority mainly belong to the ICT, they are quick-win and provide substantial benefits without requiring significant investments and time for their implementation.
ITL Foundation elaborated the Transnational action plan for transport facilitation in the Adriatic-Ionian Region with the support of the project partners. The plan, finalized in February 2020, is the last report published within the technical working package 1 (WPT1) of the ADRIPASS project, related to the integrated multimodal transport and coordinated by the Aristotle University of Thessaloniki.
